State Police Troop J announces awards

LANCASTER – During an annual Troop Drill on September 28, State Police Major Dante Orlandi and Captain Maurice Tomlinson presented multiple troopers with service awards, DUI enforcement awards, and Letters of Commendation.

A Troop J Letter of Commendation was presented to Trooper Patrick Kilgarif of the Avondale barracks for saving the life of a crash victim. On April 24, 2016, Trooper Kilgarif responded to a serious crash involving a motorcycle on State Route 841 and Ramee Road in West Marlborough Township, Chester County. The investigation revealed that the operator was traveling at a high rate of speed and lost control of the motorcycle at a sharp turn in the road. The operator sustained major injuries to include an amputated leg which led to a large amount of blood loss and serious internal injuries.

Trooper Kilgarif was able to render immediate medical aid to the operator, utilizing a tourniquet on the leg to stop the bleeding. Trooper Kilgarif also applied a compression bandage until emergency medical personnel arrived on scene. Trooper Kilgarif not only saved a life but showed true honor, integrity, and service to the people of Pennsylvania.

Other Troop J Letters of Commendation were presented to Trooper Stefano Gallina, of Troop J, Avondale, and Trooper Stefanie Schiavoni, of Troop J, Lancaster, for demonstrating commitment and dedication to enforcing driving under the influence and vehicle code violations. Trooper Gallina made 58 driving under the influence arrests in 2015. Trooper Schiavoni demonstrated her commitment to DUI enforcement with 57 arrests. The actions from these Troopers had a direct impact on reducing crashes, fatalities, and injuries in Chester and Lancaster Counties.

Major Orlandi and Captain Tomlinson also recognized Master Trooper Patrick Fetterman, Troop J, Lancaster, for serving the Commonwealth of Pennsylvania for 25 years. Master Trooper Fetterman is currently a Motor Carrier Enforcement Officer in Troop J, Lancaster.

Major Orlandi and Captain Tomlinson also recognized civilian mechanic Harry Sohn for serving the Commonwealth for the past 20 years.
