The Commissioners also highlighted heart healthy programs and services provided by the Chester County Health Department, and recognized the role of Chester County\u2019s Department of Emergency Services in saving lives, and training others to save lives. \u00a0<!--more--><\/p>\n<p>At the meeting, Chester County Department of Emergency Services Director Bobby Kagel said, \u201cMost people that experience sudden cardiac arrest at home, at work or in a public location die because they don\u2019t receive immediate CPR. \u00a0Studies show that bystanders claim that panic is the major obstacle to performing CPR, so the simpler hands-only CPR technique may help to overcome this panic and the hesitation to act.<\/p>\n<p>\u201cImmediate hands-only CPR can double or even triple a person\u2019s chance of survival,\u201d added Kagel.<\/p>\n<p>Prior to the practical CPR training, the Commissioners were instructed that hands-only CRP training includes three steps: First, call 9-1-1; second, push hard and fast in the center of the chest to the beat of a tune that is 100-120 beats per minute, like the song \u201cStayin\u2019 Alive\u201d; and third, continue to give hands-only CPR until an emergency service provider can take over and care for the person.<\/p>\n<p>\u201cIt\u2019s important to immediately call 9-1-1 if you are with someone who is experiencing cardiac arrest,\u201d added Kagel. \u201cIn addition to getting help there as soon as possible, the 9-1-1 operator can talk you through the hands-only CPR process, which may not be fully remembered in a time of panic.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>WEST CHESTER \u2014 In Chester County, on Valentine\u2019s Day, it\u2019s all about the heart.
