{"id":3187,"date":"2011-05-17T09:52:38","date_gmt":"2011-05-17T13:52:38","guid":{"rendered":"http:\/\/www.unionvilletimes.com\/?p=3187"},"modified":"2011-05-17T09:52:38","modified_gmt":"2011-05-17T13:52:38","slug":"unionville-board-appears-likely-to-reject-bus-outsourcing","status":"publish","type":"post","link":"https:\/\/www.unionvilletimes.com\/?p=3187","title":{"rendered":"Unionville board appears likely to reject bus outsourcing"},"content":{"rendered":"<p><strong><em><span style=\"font-family: arial,helvetica,sans-serif;\">Four of five bids higher than current costs, administrators say more savings can come from keeping bus program in-house.<\/span><\/em><\/strong><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\"><strong>By Mike McGann<\/strong>, <span style=\"font-size: x-small;\"><em>Editor, UnionvilleTimes.com<\/em><\/span><\/span><\/p>\n<div id=\"attachment_3188\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.unionvilletimes.com\/wp-content\/uploads\/2011\/05\/UCFBusdepot.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-3188\" class=\"size-medium wp-image-3188 \" style=\"border: 2px solid navy; margin: 4px;\" title=\"UCFBusdepot\" src=\"http:\/\/www.unionvilletimes.com\/wp-content\/uploads\/2011\/05\/UCFBusdepot-300x255.jpg\" alt=\"\" width=\"300\" height=\"255\" \/><\/a><p id=\"caption-attachment-3188\" class=\"wp-caption-text\">It looks like district-operated school buses will continue to run from the Doe Run Road depot for the foreseeable future.<\/p><\/div>\n<p>EAST MARLBOROUGH \u2014 When it comes to outsourcing the Unionville-Chadds Ford School District\u2019s bus operation, it looks like it\u2019s all over but the shouting.<\/p>\n<p>And while there was a bit of shouting during Monday night\u2019s Board of Education meeting \u2014 most of it was from relieved members of the district\u2019s transportation department who learned that four of five bids to take over the district\u2019s busing operation would have increased costs to the district, while a fifth would have only saved about $143,600 a year \u2014 and district administrators say they\u2019ve found ways to save between $200,000 and $225,000 per year in the in-house operation.<!--more--><\/p>\n<p>As a result, it is now highly unlikely the board will move to contract out any of the district\u2019s busing, with a vote expected to formalize that decision in the coming weeks \u2014 although a number of board members said they wanted to review the numbers, both those in the bids, as well as the savings projected by Robert Cochran, the district\u2019s Director of Business and Operations and Sharon Allen-Spann, the Director of Pupil and Staff Services before making a final decision.<\/p>\n<p>Although there were a handful of questions \u2014 board Vice President Frank Murphy asked how feasible the proposed in-house savings were, with Cochran responding \u201crock solid\u201d \u2014 there seemed to be some sentiment to speed up the final decision making process in order to end nine months of uncertainty for the transportation department\u2019s 84 employees. The bids expire on June 20, so the board must make a formal decision before then.<\/p>\n<p>\u201cWhy are we waiting?\u201d Murphy asked.<\/p>\n<p>While it seems a clear majority of the board will opt to keep the busing operation in-house, board member Paul Price continued to argue for moving the operation outside, noting that the savings could be used to fund programs being cut and expressing worries that some state funding that is currently being threatened, if not this year, could be lost in coming years. He also suggested that it will be harder to get bids in the future \u2014 if a future board decides it needs to make a change \u2014 if all of these bids are rejected.<\/p>\n<p>He also suggested that the savings projections of keeping the program in-house were \u201cpie in the sky.\u201d<\/p>\n<p>That drew an immediate rebuke from Murphy.<\/p>\n<p>\u201cDon\u2019t insult district employees,\u201d Murphy said. \u201cI believe them.
