{"id":316,"date":"2010-10-06T13:34:57","date_gmt":"2010-10-06T17:34:57","guid":{"rendered":"http:\/\/unionvilletimes.com\/?p=316"},"modified":"2010-10-06T13:35:34","modified_gmt":"2010-10-06T17:35:34","slug":"little-progress-in-unionville-teacher-contract-talks","status":"publish","type":"post","link":"https:\/\/www.unionvilletimes.com\/?p=316","title":{"rendered":"Little progress in Unionville teacher contract talks"},"content":{"rendered":"<p><span style=\"font-family: arial,helvetica,sans-serif;\"><span style=\"font-size: medium;\">\u2018Candid\u2019 exchange of reasoning, improved tone, offer some optimism<\/span><br \/>\n<strong>By Mike McGann<\/strong>, <em><span style=\"font-size: x-small;\">Editor, UnionvilleTimes.com<\/span><\/em><\/span><\/p>\n<div id=\"attachment_317\" style=\"width: 306px\" class=\"wp-caption alignright\"><a rel=\"attachment wp-att-317\" href=\"http:\/\/unionvilletimes.com\/?attachment_id=317\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-317\" class=\"size-medium wp-image-317 \" style=\"border: 2px solid navy; margin: 4px;\" title=\"PocopsonE\" src=\"http:\/\/unionvilletimes.com\/wp-content\/uploads\/2010\/10\/PocopsonE-296x300.jpg\" alt=\"\" width=\"296\" height=\"300\" \/><\/a><p id=\"caption-attachment-317\" class=\"wp-caption-text\">Tuesday night&#39;s contract negotiations on a new teachers deal made little progress.<\/p><\/div>\n<p>EAST MARLBOROUGH \u2014 Negotiators report little progress during Tuesday night\u2019s contract talks between the Unionville-Chadds Ford School District and its teachers\u2019 union.<\/p>\n<p>While the three-hour plus bargaining session \u2014 with State mediator Richard Stober sitting \u2014 apparently didn\u2019t get much past the sides having a \u201ccandid\u201d discussion about the reasoning behind each side\u2019s most recent offer, sources suggest both sides are hopeful because of the tone of the talks and are ready to return to the bargaining table in the near future.<!--more--><\/p>\n<p>Going into the meeting, the two sides remained fairly far apart on a number of issues ranging from pay to hours \u2014 and still hadn\u2019t agreed to a framework in which their respective offers could be compared on a \u201capples to apples\u201d basis. It remains unclear whether any progress was made Tuesday night on that front.<\/p>\n<p>Even with a such an \u201capples to apples\u201d comparison, the two sides are still fairly fair apart and both sides reiterated their positions during the negotiations. The teachers asking for an average increase of 4.9% over the four years of the proposed contract, while the school board is offering an average of 1.8% \u2014 if you take out the pension and education advancement, the teachers argue their proposal asks for 4.3% per year.<\/p>\n<p>Using the board\u2019s numbers, the two sides are almost $15 million apart over the life of the four-year contract \u2014 a potential problem just in terms of getting a 2010-11 budget done. If as anticipated, the Act I index rate (the maximum rate at which local taxes can be raised by a school board without the budget being sent to referendum) is 1.4% as expected, it could require large cuts to programs \u2014 and possibly teacher layoffs to get under the state-mandated numbers if the new contract adds nearly $4 million to the district\u2019s budget. Even at half that number, sources suggest, which is closer to the numbers being offered by the district, there still might have to be some fairly serious cuts of programs and staff.<\/p>\n<p>In addition to the financial issues, there are some issues regarding tuition reimbursement for some categories of education and disagreements about a board proposal to add days to the work year and hours to the work week for teachers.<\/p>\n<p>The renewed talks are the latest step in a 10-month negotiating process.
