Authorities say that the locations suggest that the allegedly rigged games were targeted at the poor Latino community.<\/p>\n<p class=\"p1\">\u00a0\u201cGiven the location and customers of these stores, these machines were used to target and take money from economically disadvantaged people,&#8221; said Sgt. Robert Dougherty of the Chester County Drugs and Organized Crime Unit (the \u201cDOC Unit\u201d). &#8220;Nobody appreciates unscrupulous business owners running an illegal gambling operation to fleece a vulnerable population.\u201d<\/p>\n<div id=\"attachment_369\" style=\"width: 251px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-369\" class=\"size-medium wp-image-369\" src=\"http:\/\/www.unionvilletimes.com\/wp-content\/uploads\/2016\/05\/Hugo-Sandoval-241x300.jpg\" alt=\"Hugo Sandoval\" width=\"241\" height=\"300\" \/><p id=\"caption-attachment-369\" class=\"wp-caption-text\">Hugo Sandoval<\/p><\/div>\n<p class=\"p5\">The Chester County Detectives were reportedly\u00a0tipped off that illegal gambling was taking place in the two stores.<\/p>\n<p class=\"p5\">Detectives from the DOC Unit starting working the case, including a detective trained and working under a grant from the Pennsylvania Gaming Control Board. The DOC Unit had a cooperating individual enter the stores and play the illegal gaming machines to confirm that the stores were collecting cash or making illegal payouts. The person, authorities said,\u00a0was able to enter each store and confirm the gambling operations.<\/p>\n<p class=\"p5\">\u201cThe intended use of the local law enforcement grant is to identify and thwart illegal gambling, and we are pleased with the efforts in Chester County to meet this goal,\u201d\u00a0Pennsylvania Gaming Control Board Executive Director Kevin O\u2019Toole said.<\/p>\n<div id=\"attachment_370\" style=\"width: 249px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-370\" class=\"wp-image-370 size-medium\" src=\"http:\/\/www.unionvilletimes.com\/wp-content\/uploads\/2016\/05\/Jaime-Sandoval-239x300.jpg\" alt=\"Jaime-Sandoval\" width=\"239\" height=\"300\" \/><p id=\"caption-attachment-370\" class=\"wp-caption-text\">Jaime Sandoval<\/p><\/div>\n<p class=\"p5\">At one store, the individual working with police\u00a0informed the detectives that machine would never pay out (<i>i.e.<\/i>, that it was rigged to prevent winning).<\/p>\n<p class=\"p5\">On March 18, the DOC Unit executed search warrants at both stores. In both locations, detectives reportedly found the gambling machines and further evidence of illegal gambling operations.<\/p>\n<p class=\"p10\">Specifically, in Taqueria Guadalajara Express, Detectives seized four gambling machines named \u201cInstant Access\u201d and more than\u00a0$37,000 in gambling proceeds. At El Nayarit Mexican Store,\u00a0detectives seized one \u201cCrazy Bugs\u201d gambling machine.<\/p>\n<p class=\"p11\">These types of gambling machines are illegal in Pennsylvania due to how easily they can be manipulated. Commonly, possessors of these gambling machines \u2014 typically, video poker or video slot machines \u2014 \u201cknock off\u201d or erase all of the accumulated credits from the machine. Under the \u201cknock off\u201d method, the player receives money for the remaining credits on the machine and then the machine is reset to zero credits for the next player to begin.<\/p>\n<p class=\"p11\">This allows the owner of the machine to operate without regulation, which can lead to further \u201crigging\u201d or having a gambling machine that does not ever pay out winnings. The operators of the machines have people pay to play, then keep off-the-record gambling ledgers to record the \u201ctake\u201d on profits, as well as any money paid out.
