{"id":27590,"date":"2015-12-16T11:00:48","date_gmt":"2015-12-16T16:00:48","guid":{"rendered":"http:\/\/www.unionvilletimes.com\/?p=27590"},"modified":"2015-12-16T10:52:40","modified_gmt":"2015-12-16T15:52:40","slug":"pocopson-bids-farewell-to-two-supervisors-brutscher-and-leonard","status":"publish","type":"post","link":"https:\/\/www.unionvilletimes.com\/?p=27590","title":{"rendered":"Pocopson bids farewell to two supervisors, Brutscher and Leonard"},"content":{"rendered":"<p class=\"p1\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><em><strong>Board discusses storm water runoff &amp; Barnard House<\/strong><\/em><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\" style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 10pt;\"><strong>By Karen Cresta<\/strong><\/span>, <span style=\"font-size: 8pt;\"><em>Staff Writer, The Times<\/em><\/span><\/span><\/p>\n<div id=\"attachment_1243605\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.unionvilletimes.com\/wp-content\/uploads\/2015\/12\/PocopsonBOS-300x212.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1243605\" class=\"wp-image-1243605 size-medium\" src=\"http:\/\/www.unionvilletimes.com\/wp-content\/uploads\/2015\/12\/PocopsonBOS-300x212.jpg\" alt=\"PocopsonBOS\" width=\"300\" height=\"212\" \/><\/a><p id=\"caption-attachment-1243605\" class=\"wp-caption-text\">Long-time Pocopson supervisor Georgia Brutscher looks at flowers she was presented with during her last meeting, Monday night, as a township supervisor.<\/p><\/div>\n<p class=\"p1\"><span class=\"s1\">POCOPSON \u2014\u00a0The final board of supervisors\u2019 meeting of 2015 was held Monday night in as supervisors Barney Leonard and Georgia Brutscher had their final meeting as chair and vice-chair &#8211;<span class=\"Apple-converted-space\">\u00a0 <\/span>but not before approving many agenda items, some that were in progress since 2008.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Prior to Brutscher and Leonard making their final statements as board members and reflecting on their service, the board heard a presentation from the township\u2019s engineer, Brittany Hackman, from McCormick Taylor explaining the Municipal Separate Storm Sewer System, known more commonly as MS4, and the strategy to reduce water pollution.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><!--more--><\/p>\n<p class=\"p1\"><span class=\"s1\">The stormwater initiative is part of a regional plan by the\u00a0state Department of Environmental Protection (DEP) as\u00a0mandated by\u00a0the Environmental Protection Agency (EPA) that requires the township to remove tons of sediment from the waterways.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">How exactly and where the money will come from was a little \u201cmurky\u201d at this time, officials said.<span class=\"Apple-converted-space\">\u00a0<\/span>The township is required to submit a strategy to reduce the sediment in township waterways by 500 tons over a 15-year period.<span class=\"Apple-converted-space\">\u00a0 <\/span>A variety of methods such as buffer restoration and improved stormwater basins may be solutions to some areas and grants may be available to help alleviate some costs. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cWe don\u2019t have a choice.<span class=\"Apple-converted-space\">\u00a0<\/span>We are required to do it and it\u2019s going to be very expensive,\u201d said Brutscher.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Township residents can view the draft on the township\u2019s website at <a href=\"http:\/\/www.pocopson.org\" target=\"_blank\">www.pocopson.org<\/a> and submit their comments on-line by December 26.<span class=\"Apple-converted-space\">\u00a0<\/span>Once the comments are added, the strategy will be sent to the DEP. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In other action, Leonard, Brutscher and Stumpo all voted to approve multiple ordinance changes involving the updates of the township\u2019s construction codes, which began all the way back in 2008.<span class=\"Apple-converted-space\">\u00a0<\/span>Leonard mentioned that those with homes already built should be grateful as the new regulations are complex.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Phase ll of the historic Barnard House bid package was unanimously approved by the board after a motion to disband the Barnard House Steering Committee was also approved.<span class=\"Apple-converted-space\">\u00a0<\/span>Brutscher acknowledged the countless hours of work that the committee did but mentioned that its\u00a0work was done. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The fate of the bid and the next steps will be dependent upon the new board, consisting of Stumpo, and newly elected Elaine Dimonte and Alice Balsama, who take office in January. The four sets of documents are ready to be sent out, if the new board makes that decision to do so.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Residents voiced concerns of wasted money, premature action, unresolved issues and that the historic preservation was all done the wrong way by not being secured first.<span class=\"Apple-converted-space\">\u00a0<\/span>Regardless, the motion to accept the bid package and send to McCormick Taylor for review carried.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Roadmaster Mark Knightly provided his public works report and the board approved the motion to finish the winter season maintenance of 2015-2016 for Brinton Woods but would not continue for the following winter season since it is a private road.<span class=\"Apple-converted-space\">\u00a0<\/span>The board will be contacting the residents in writing via of the Brinton Woods Homeowner\u2019s Association.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The board authorized the township secretary, Susan Simone, to correspond with the Pennsylvania Department of Transportation (PennDOT)\u00a0for a possible solution that could involve a study for northbound Route 52 near Parkersville Road after three cars were recently stranded in the ditch on the edge of the roadway over the last month.
