While talks have been ongoing, optimism in recent weeks seems to have faded, as sources on both sides indicated that progress toward a new deal had all but stopped of late.<\/span><!--more--><\/p>\n<p class=\"p1\"><span class=\"s1\">The district announced that it would seek to ender the fact finding process in a statement issued last week \u2014 and teachers said this week that they would seek it as well, if the district doesn&#8217;t formally request it by July 21.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The fact finding process works much like non-binding arbitration. The two sides make presentations to a \u201cfact finder\u201d appointed by the <\/span><span class=\"s2\">P<\/span><span class=\"s1\">ennsy<\/span><span class=\"s2\">l<\/span><span class=\"s1\">vania <\/span><span class=\"s2\">L<\/span><span class=\"s1\">abor Relations <\/span><span class=\"s3\">Board and then issues a recommended settlement. If both sides agree, the deal is done. If not, talks continue.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">The issues between the district and its more than 300 teachers center on salary and proposed changes to employee health benefits. Teachers say many of them, especially those with the most experience, have gone too long with no pay raises \u2014 more frustrating, they say, because they were willing to work with the district during recent years of financial crisis.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">\u201cThe deal they are offering is below what other schools are getting,\u2019\u201d Unionville-Chadds Ford Education Association President Scoot Broomall said. \u201cFor one of the wealthiest school districts in the state we feel their offer is subpar.\u201d<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">District officials argue that because of Act 1, which limits the amount of tax increases allowed by law and the coming end of exemptions to Act 1 for pension costs, if costs are not contained, the district may be forced to cut programs and staff. <\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">\u201cThe <\/span><span class=\"s4\">D<\/span><span class=\"s5\">ist<\/span><span class=\"s4\">ri<\/span><span class=\"s5\">ct\u2019s <\/span><span class=\"s1\">position <\/span><span class=\"s4\">i<\/span><span class=\"s5\">s <\/span><span class=\"s4\">that th<\/span><span class=\"s5\">e <\/span><span class=\"s1\">current <\/span><span class=\"s4\">propo<\/span><span class=\"s5\">sa<\/span><span class=\"s4\">l <\/span><span class=\"s1\">on the <\/span><span class=\"s4\">t<\/span><span class=\"s5\">ab<\/span><span class=\"s4\">l<\/span><span class=\"s5\">e <\/span><span class=\"s1\">from the <\/span><span class=\"s4\">UCFEA <\/span><span class=\"s1\">is at <\/span><span class=\"s5\">a <\/span><span class=\"s4\">total v<\/span><span class=\"s5\">a<\/span><span class=\"s6\">lu<\/span><span class=\"s5\">e <\/span><span class=\"s1\">we<\/span><span class=\"s6\">ll <\/span><span class=\"s4\">in <\/span><span class=\"s5\">excess of <\/span><span class=\"s1\">what is <\/span><span class=\"s5\">sustainable <\/span><span class=\"s1\">and <\/span><span class=\"s5\">financially <\/span><span class=\"s1\">viable,\u201d the district\u2019s statement on seeking fact finding said.<\/span><\/p>\n<p class=\"p8\"><span class=\"s1\">There is some recent history in the district with the fact finding process. After similar issues led to stalled contract talks, the UCFEA sought fact finding in December, 2010 as well. While the district and its Board of Education voted unanimously in February, 2011 to accept the recommendations of Mariann E. Schick, the UCFEA rejected the proposed settlement.
