County Commissioners Association\u00a0<\/span><\/strong><\/em><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong><\/strong> <strong>By Kathleen Brady Shea<\/strong>, <span style=\"font-size: x-small;\">Managing Editor, The Times<\/span><\/span><\/p>\n<div id=\"attachment_11023\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.unionvilletimes.com\/?attachment_id=11023\" rel=\"attachment wp-att-11023\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-11023\" class=\"size-medium wp-image-11023 \" style=\"border-width: 2px; border-color: black; border-style: solid; margin: 4px;\" title=\"IMG_0785\" src=\"http:\/\/www.unionvilletimes.com\/wp-content\/uploads\/2012\/08\/IMG_07852-300x267.jpg\" alt=\"\" width=\"300\" height=\"267\" \/><\/a><p id=\"caption-attachment-11023\" class=\"wp-caption-text\">County Commissioner Kathi Cozzone said she is pleased and honored to represent District Five of the state County Commissioners Association.<\/p><\/div>\n<p>When local officials grapple with the aftershocks of state and federal mandates, the County Commissioners Association of Pennsylvania (CCAP) provides a valuable resource, said Chester County Commissioner Kathi Cozzone.<\/p>\n<p>During an interview today, Cozzone said she was pleased and honored to be voted CCAP\u2019s representative for District Five, an area that serves the southeastern portion of the state. \u00a0The election took place last week during CCAP\u2019s 126<sup>th<\/sup> annual conference in Harrisburg.<\/p>\n<p>\u201cCCAP is a great organization that advocates for favorable state and federal legislation, programs and policies on behalf of Pennsylvania counties,\u201d Cozzone said. \u201cThe organization is committed to service excellence through education, information, insurance, technology and other programs that support effective county government.\u201d<\/p>\n<p><!--more-->Founded in 1886, CCAP, a statewide, nonprofit, nonpartisan association representing all of Pennsylvania\u2019s 67 counties, aims to amplify the voice of county government. Membership includes the county commissioners, council members, county executives, administrators, chief clerks and solicitors.<\/p>\n<p>Cozzone said the advocacy group works on issues that ultimately affect the state\u2019s taxpayers. For example, CCAP played a positive role in human-resources funding reform, recently convincing Gov. Tom Corbett to set up a block-grant pilot program to ensure that changes in funding allocation designed to provide greater flexibility work effectively.\u00a0 Because CCAP focuses on practical solutions to improve government, its efforts tend to be bipartisan, Cozzone said.<\/p>\n<p>\u201cI\u2019m looking forward to working as an elected representative of the organization,\u201d Cozzone said, calling\u00a0 CCAP \u00a0\u201can asset for county residents.\u201d For more information about CCAP, visit <a href=\"http:\/\/www.pacounties.org\/\"><em>www.pacounties.org<\/em><\/a><em>.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Commissioner Kathi Cozzone will represent District Five of the Pa.
